What is an adapted theory test?
An adapted theory test is an oral theory test for people who, for various reasons, are entitled to this arrangement.
During the standard theory test, you sit at a computer in a room with other candidates. During an adapted test, you sit with an examiner in a separate room instead. The examiner presents the questions orally and helps you understand how they are worded.
An adapted test does not mean an easier test. You must still demonstrate that you have the required knowledge. The difference is that the test format is adjusted so that reading difficulties, language barriers or other needs do not make it unnecessarily difficult to show what you know.

Who can apply for an adapted theory test?
The Norwegian Public Roads Administration states that you can apply if you need help understanding the questions. This may be relevant for candidates with:
- reading and writing difficulties
- dyslexia
- other language difficulties
- other documented needs that affect their ability to take the test
Finding the subject matter of the theory test difficult is not enough on its own. You must include documentation confirming your needs. This documentation may, for example, come from a GP, speech and language therapist, school or teacher. It should explain why you need adjustments and what kind of support may be appropriate.
The Norwegian Public Roads Administration assesses each application individually.
What can the examiner help you with?
The examiner’s role is to help you understand the questions and answer options. For example, they may read a question aloud or clarify its wording if you do not understand what is being asked.
The examiner will not tell you which answer is correct or teach you traffic rules during the test.
Audio support or an oral test?
It is important to distinguish between the support available during the standard theory test and an adapted oral test.
During the standard test, you can use audio support to have the questions and answer options read aloud. Ask for headphones at the driver and vehicle licensing office. You can also ask the test supervisor for extra time if you need it. You must do this before the standard time limit expires.
Audio support may be suitable if you understand the content when you hear it but find reading takes a lot of effort. An adapted test may be more appropriate if you also need help understanding the wording itself.
If you are unsure what you need, you can contact the Norwegian Public Roads Administration before applying.
How to apply for an adapted theory test
You must first apply for a driving licence. Once you have submitted your driving licence application, you can apply for an adapted theory test.
Follow these steps:
- Apply for a driving licence through Your Page on the Norwegian Public Roads Administration’s website.
- Obtain documentation confirming your needs.
- Download the application form for an adapted theory test.
- Complete and save the form.
- Upload your application and supporting documentation through the Norwegian Public Roads Administration’s contact form.
- Wait for a response before booking the test.
- Book an appointment through Your Page once your application has been approved.
You can also send your application and documentation by post. You can find the address here.
Check that the form has been completed correctly and that all supporting documentation is included. Missing information may delay processing.
Can I take an adapted theory test with an interpreter?
Before applying for an interpreter, check whether the theory test is available in your language without having to apply for an adapted test.
If it is not, you must state your need for an interpreter in your application and include supporting documentation. You are responsible for booking an approved interpreter through an established interpreting service, and you must cover the cost yourself.
The interpreter normally joins remotely, while you sit with the examiner at the driver and vehicle licensing office.
Adjustments do not replace preparation
An adapted test gives you support with taking the test, but not with answering the questions correctly. You must therefore prepare by studying the same material as other candidates.
Try to practise in a way that suits you. Keep your study sessions short if that helps, and take time to work through the explanations. With Teoria, you can practise using realistic mock tests, topic-based tests and explanations in Norwegian or English.
Once the practical details of your application have been sorted out, you can use the time to build confidence in your knowledge before test day.
