What is the theory test?
The theory test is a mandatory exam that assesses your knowledge of traffic rules, road signs, interaction with other road users, and risk awareness.
To obtain a Category B driving licence in Norway, you must pass the theory test before you can book and take the practical driving test.
The purpose is to ensure that you have the theoretical knowledge required to drive safely on your own.
Where do I take the theory test?
The theory test is taken at one of the Norwegian Public Roads Administration's Driver and Vehicle Licensing Offices. When you arrive, you must present valid identification. You will also have your driver's licence photo taken during your visit.

How do I book the test?
You can book your theory test through vegvesen.no.
Before booking, you must submit an application for a driving licence via Your Page (Din side) on the Statens vegvesen website. Once your application has been processed and approved, you can book your theory test.
How many questions are there?
The test contains 45 questions.
To pass, you may have no more than 7 incorrect answers, meaning you must answer at least 38 questions correctly.
How is the test conducted?
The theory test is completed on a computer at a Driver and Vehicle Licensing Office. You will take the test in a room with other candidates.
Each question has multiple answer options, and only one answer is correct. You will receive your result immediately after submitting the test.
How much time do I have?
You have 90 minutes to complete the test.
If you need additional time due to special circumstances, you may request it before the test ends. Speak to the test supervisor, who will be available throughout the examination.
Assistance and available languages
The test includes optional audio support, allowing the questions to be read aloud. Headphones are available from the test supervisor.
You may not bring any aids into the examination room except a dictionary. Mobile phones and personal belongings must be stored before the test begins.
The Category B theory test is available in the following languages:

Oral theory test
If you require special accommodations, you may apply to take the theory test orally.
In an oral test, an examiner will help explain the questions and answer options, and the test will be adapted to your needs. The examination takes place in a separate room at the testing centre.
To qualify, you must apply through vegvesen.no and provide supporting documentation from your GP, speech therapist, school, or teacher.
Some testing centres also offer specially arranged theory tests in English, and in certain cases it is possible to apply for an interpreter.

The theory test costs NOK 480.
In addition, you must pay NOK 100 for your driver's licence photograph.
